Parameters

Key : PyPROPERTYKEY

Fmtid and property id that identifies the property

Value : PyPROPVARIANT

The value to format

Flags=PDFF_DEFAULT : int

Combination of PROPDESC_FORMAT_FLAGS (pscon.PDFF_*) indicating formatting options
